TIM VALINE

Tim Valine began working in the construction industry at the age of sixteen. He worked his way through nearly every trade, doing what was necessary to remain employed during some of the industry’s most challenging times while gaining hands-on experience under the guidance of skilled mentors throughout the years.


Tim has performed all major trades in a professional capacity, ranging from small-scale custom remodels to multi-family tract home developments. His understanding of how tradespeople interrelate on job sites, combined with his firsthand knowledge of the construction assembly process, gives him an intimate perspective on construction methods and best practices.


New construction, remodels, restoration, commercial, and residential projects all present unique challenges and potential issues. Meeting those challenges during construction—and resolving problems through proactive planning and practical expertise—has been a defining characteristic of Tim’s career.


MICHELLE VALINE

CORPORATE SECRETARY

Michelle Valine is well-versed in construction and litigation, making her a valuable asset to TVCI. She brought to TVCI countless professional relationships that we continue to value and nurture to this day. Michelle supports Tim in his daily responsibilities, both in the office and on various job sites across the three licensed states.


In her free time, Michelle enjoys spending time with her three children—Sara, Daniel, and Emily—or working in her garden alongside her three dogs and four cats.

VIVIANA LOPEZ

CHIEF FINANCIAL OFFICER

Viviana Lopez is an instrumental part of the TVCI team and plays a pivotal role in the daily operations and growth of the company. She brings structure and organization to a complex workload through her accounting and administrative background.


Wearing many hats each day, Viviana manages her day-to-day responsibilities while also handling special projects beyond her regular scope. She oversees accounting, administrative functions, vendor management, and the maintenance of a professional office environment.


When she is not working, Viviana enjoys spending time with her two French bulldogs, participating in personal fitness training, and enjoying all that San Diego has to offer.


DELANEY HECTOR

CASE MANAGER

Delaney is a construction professional with over ten years of comprehensive industry experience spanning military service, consulting, and construction. She began her career in 2015 when she enlisted in the United States Navy as a Seabee Builder. During her five years of active duty service, she specialized in estimating, planning, and executed a variety of humanitarian construction projects throughout Southeast Asia. Her military experience established a strong foundation in leadership, technical execution, and project delivery.


Following her honorable separation from the Navy, Delaney pursued her goal of advancing within the construction industry by earning a Bachelor of Science in Construction Management. While continuing her education, she entered the construction defect industry in 2021 with an architectural firm, where she developed expertise in analyzing construction blueprints, project documents and the preparation of comprehensive repair plans. In 2022, Delaney earned her certification as an ICC Commercial Building Inspector, strengthening her technical proficiency and knowledge of building codes and regulatory compliance.


Since joining TVCI in 2023, Delaney has continued to expand her professional credentials, obtaining her California B-2 General Contractor’s License. In her role as Case Manager at TVCI, she supports all case related operations by reviewing and analyzing plans, job file documentation, and applicable industry standards to assess risk exposure and assist in issue resolution. In this capacity, she develops scopes of repair and cost estimates in support of case specific evaluation. She regularly attends site inspections and destructive testing procedures and oversees general administration for our construction projects, including the preparation of proposals, contracts, project schedules, and change orders. Her combined field experience, technical training, and analytical expertise position her as a trusted and capable asset at TVCI.

    Our standard rate for services is $285 per hour, with billing increments of 6 minutes.
